Is it true that the state will freeze deposits above 1.4 or 2.8 million rubles?
Checked · updated
Translated from Russian. Original
Rumor: Social media and messengers claim the authorities will soon freeze bank deposits above 1.4 or 2.8 million rubles: the money would be moved into "irrevocable certificates" for 3 years, and cash withdrawals would be limited. As proof, they show a "secret Central Bank document" signed by Nabiullina.
1. Verdict
There is no decision to freeze deposits, and the "Central Bank decree" about deposits above 2.8 million is a forgery. The sums of 1.4 and 2.8 million are real, but they are deposit insurance limits: the amount the state is guaranteed to return if a bank loses its licence. They are not a freeze.
High: the central bank, the finance ministry and the president directly deny a freeze, and independent media and economists agree. Not "very high": we saw these statements only as reported by the media, and the bank has not commented on the "central bank document" itself.
2. Updates
- . Autumn wave. On 29 October, during the budget debate in the State Duma, Zyuganov mentioned 133 trillion rubles held in accounts of citizens and companies. He proposed no mechanism for seizing it, but some media presented this as "they will take the deposits". There are no new official decisions on deposits. Separately, the Finance Ministry proposed taxing deposit interest on a progressive scale (13-22%) from 2027. That is an income tax, not a freeze, and the law has not been passed yet.[20][21][22]
3. Claims and facts
- «The Central Bank issued a document: deposits above 2.8 million will be moved into irrevocable certificates for 3 years at 18%»False
The "document" appeared on Telegram on 27 April 2026. It contains spelling mistakes and has no number, stamp or signature. The Central Bank did not comment on it directly, but the Central Bank, the Finance Ministry and the president all say a freeze is not possible. Certificates themselves do exist, but they are only issued voluntarily.[4][3][6][14]
- «Deposits above 1.4 million rubles will be frozen»Distorted
1.4 million is the deposit insurance limit: the amount the Deposit Insurance Agency (DIA) pays one person per bank if the bank loses its licence. Payouts start within 14 days. Money above the limit is not frozen: it is returned later, when the bank is liquidated, and not always in full.[15][14]
- «2.8 million is a new ceiling, above which money will be taken»Distorted
2.8 million is also an insurance limit, but a higher one: for irrevocable ruble certificates longer than 3 years (in force since 30 October 2025). In special cases (sale of a home, inheritance) insurance goes up to 10 million for 3 months. The rumor flipped the meaning: protection was passed off as a threat.[15][14][16]
- «The authorities are already preparing a deposit freeze»False
No. Central Bank first deputy governor Alexey Zabotkin, 3 July 2026: a freeze is impossible under "any" scenario. Nabiullina: the Central Bank has "no such powers under the law". Putin, 3 September 2026: the "fabrications... are rather stupid". Siluanov, in May 2026, called the rumors "fake fabrications".[1][2][12][9][10][11]
- «Zyuganov proposed in the State Duma to take deposits»Distorted
In June and on 29 October 2026, Zyuganov spoke of 130-133 trillion rubles in accounts of citizens and companies, but proposed no seizure mechanism, and the Communist Party said it was criticizing the banks, not depositors. These are the words of an opposition politician, not a bill. The head of the Duma financial committee, Aksakov, spoke against it.[18][20][21]
- «Restrictions on deposits are already being introduced»Partly
Partly, but not for Russian citizens. Decree No. 377 of 1 June 2026 extended a special payout procedure to deposits of foreign creditors from "unfriendly" countries (sums above 10 million a month). Decree No. 550 of 4 August 2026 removed deposits of foreign individuals from it. Ordinary Russian depositors face no restrictions.[17][14]
- «People are withdrawing money en masse, so they must know something»Distorted
The outflow was real: according to figures cited by Euronews and Meduza, cash in circulation has grown by 2.8 trillion rubles since the start of 2026, and July was the worst month for banks in 6 years. But this is a reaction to rumors and falling interest rates, not proof of any plan. In 2022, banks paid depositors everything they demanded.[8][7][9]

How the text changed
- 2023: a "decree" - deposits above 1.4 million will be moved into bonds
- → 2024: general talk that "deposits will be frozen"
- → 2025: a fake video with Nabiullina's voice
- → 2026, April: a "secret Central Bank document" - a 2.8 million threshold, 3-year certificates at 18%, plus a cash limit, plus a fixed exchange rate
- → 2026, June and October: plus "Zyuganov proposed taking 130 (133) trillion"
- → Autumn 2026: mixed with the real proposal of a tax on deposit interest
5. What the media say

They report Zabotkin's words: a freeze is impossible under any scenario.[1][2]

The real Finance Ministry proposal: a tax on deposit interest on a 13-22% scale from 2027. Not yet adopted.[22]
7. Signs of manipulation
- An anonymous "leaked" document. A "secret Central Bank document" with no number, stamp or signature, and with mistakes (URA.RU, 30 April 2026).
- A real figure with its meaning reversed. 1.4 and 2.8 million are insurance limits, meaning protection of money, not a seizure threshold.
- A real threat mixed with invention. The outflow of deposits, the tax on interest and the decree on foreigners' deposits are real, but there is no mass freeze for citizens.
- Appeal to authority. Nabiullina's signature and fake voice; Zyuganov's words retold as a "State Duma proposal".
- Pressure on historical memory. References to 1991, when deposits really were frozen.
- A call for urgent action. Withdraw your money before it is too late - even though closing a deposit early often means losing the interest.
8. Similar rumors in the past
- Not a rumor but a real freeze: the Pavlov reform
Outcome: Withdrawals were limited to 500 rubles a month, and 3 months later prices tripled. This happened in the USSR, with no deposit insurance and an economy falling apart.[26]
- Not a rumor: after the default, deposits of troubled banks were moved to Sberbank
Outcome: Many received their money late, some only in part.[27]
- "Decree No. 819": deposits above 1.4 million will be moved into bonds
Outcome: Hacked bank websites. Nothing happened.[24]
- "Deposits will be frozen"
Outcome: Nabiullina: "senseless". Nothing happened.[25]
- A video of "Nabiullina" about a freeze
Outcome: A fake with an AI-generated voice. Nothing happened.[13]
In common with past rumors
- A "secret document" or "decree" with no number or stamp
- The Central Bank head's signature or voice as "proof"
- A real figure (the 1.4 million insurance limit) presented as a seizure threshold
- A reference to 1991
- A call to act now: withdraw your money
What is new
- The 2.8 million figure is taken from the new law on higher insurance
- Reliance on the words of a real politician (Zyuganov)
- Mixing with real measures: the decree on foreigners' deposits, the tax on interest
- The rumor itself caused a real outflow of money, which is then presented as "proof"
10. What to do
- Do not close a deposit early because of a rumor: you will usually lose the interest, and the risk you are "escaping" is not confirmed.
- If your sum is above 1.4 million, spread it across different banks: insurance is counted separately in each bank and includes interest.
- Check that your bank is in the deposit insurance system (the list is on the DIA website), and do not keep large sums in uninsured products: brokerage accounts, metal accounts, "deposits" with a suspiciously high rate.
- Look up any "decree" or "Central Bank document" on cbr.ru and pravo.gov.ru. If it is not there, it is not a document.
11. What we could not verify
- The Sovcombank magazine (the starting link) failed to load because of a certificate error, so its data was not used.
- The exact date of Siluanov's interview (May 2026) is taken from the vbr.ru publication address; the interview text could not be opened.
- Reach of the April wave of Telegram posts: view counts were not checked, as Telegram was not viewed without logging in.
- We found no recent (October-November 2026) statement from the Central Bank or Finance Ministry on a freeze; the last major denial was on 3 September.
- The DIA website did not serve the text of its insurance limits page; the limits were cross-checked against Rossiyskaya Gazeta and Finuslugi.
