Is it true that Ukraine will switch off mobile service during air raid alerts under “law No. 395/2026”?
Checked · updated
Translated from Russian. Original
Rumor: Social media posts claim a “law No. 395/2026” has been passed: mobile service and the internet will be cut during air raid alerts. People are urged to quickly “connect an autonomous system” of alerts via a link, choosing their operator.
1. Verdict
There is no law on cutting mobile service during alerts. Number 395/2026 belongs only to a presidential decree appointing a judge and a government resolution on environmental control. There is no “autonomous system” either: all the links lead to one anonymous Telegram channel or to a third-party site. The rumor does have a real root: in 2025 the military and MPs discussed limiting mobile internet in a targeted way along the path of Shahed drones, but no decision was ever made.
High: independent fact-checkers VoxCheck and Detector Media agree with the Center for Countering Disinformation (a Ukrainian state body), and the Rada database lists only a judge's appointment and an environmental resolution under number 395/2026. Not "very high": the database pages themselves did not open; we saw them only in search results.
2. Claims and facts
- «“Law No. 395/2026” has been passed on cutting mobile service and internet during alerts»False
Two documents carry number 395/2026: a presidential decree of 19 May 2026 appointing a judge of the Chernihiv Court of Appeal, and a government resolution of 27 March 2026 that extended an environmental experiment. Neither concerns telecommunications. The database of the Verkhovna Rada (Ukraine's parliament) has no law with this number.[9][10][11][5][7]
- «The law was passed by the government»Nonsense
In Ukraine only the Verkhovna Rada passes laws. The government issues resolutions and orders. This alone gives the forgery away.[7][14]
- «The government and operators created an “autonomous system” that must be connected urgently»False
No such system exists. According to the Center for Countering Disinformation (a state body under the National Security and Defense Council, CCD), the “choose your operator” links lead to one anonymous Telegram channel with news and ads. In the August version, all three buttons (Kyivstar, Vodafone, lifecell) led to one third-party site that asked for a phone number and the digits of an incoming call.[1][2][12]
- «Without such a system you will miss a missile danger alert»Distorted
Official sirens and the state alert system work separately from the mobile network. A phone without service cannot receive real-time alerts, and no app can get around that.[12][18]
- «Cutting service during attacks was discussed at all»Partly
Yes. In June 2025 the Rada's national security committee set up a working group: they discussed temporarily limiting mobile internet where Shahed drones fly (Ukrainian SIM cards were found in downed drones). A full cut of service in regions was not considered. In September 2025 the General Staff said the army has no means of jamming mobile networks. No decision to cut service was ever made.[15][16][17][13]
- «What is actually being done to keep service during attacks and power outages»True
The opposite: they try to preserve service. Since 2022 national roaming has been in place: if your own operator's network is gone, you can manually pick another operator's network. Since July 2024 the regulator has required operators to give base stations 10 hours of backup power, and some stations 72 hours of generator power.[19][20]
3. Where the rumor came from
- Verkhovna Rada, media · uk
The national security committee discusses limiting mobile internet along the path of Shahed drones. Kyivstar told journalists it cannot disclose its measures. No decision.[16][15]
- Facebook · uk
First version of the fake found: “law No. 156/2025” on cutting service, with a screenshot of decree No. 395/2025 on sanctions. Telegram “systems” called “Kartuz” and “Tryzub” are promoted. Debunked by Spravdi and VoxCheck.[13][8]
- General Staff of the Armed Forces of Ukraine · uk
The General Staff: the issue is not about electronic warfare, and the army has no means of jamming mobile networks.[17]
- Telegram · “Poltava | Times”, “Poltava Novyny”, “PPO — Energy Poltava” · uk
A new wave: now “law No. 395/2025”, with a call to subscribe to “Tryzub” by 15 September. “Tryzub” turned out to be an anonymous channel with a chain of bots and subscriptions.[14]
- Telegram, media · uk
The number is changed to “395/2026”. The CCD refutes it: documents with this number are about something else. Detector Media, RBC-Ukraine and UNN report on it.[5][6][4]
- Trap site · uk
A version with an “autonomous system” and an activation deadline. Buttons for three operators lead to one third-party site that asks for a phone number and the digits of an incoming call.[12]
- Повітряна тривога (Air Alert) app · uk
A separate, real incident: hackers sent false alerts about radiation and a chemical threat through the app. This increased the fear of missing a real alert.[18]
- Telegram, media · uk
The CCD again refutes the fake: there is no “law 395/2026”, the links lead to an anonymous channel. The refutation is retold by LB.ua, UNN and Inform.zp.ua (in Ukrainian, Russian and English).[1][3][2]
How the text changed
- “law No. 156/2025”, “Kartuz” and “Tryzub” (June 2025)
- → “law No. 395/2025”, subscribe to “Tryzub” by 15 September (September 2025)
- → “law No. 395/2026”: the number was simply changed to the new year (May 2026)
- → + an “autonomous system” with a map of missiles and drones and an activation deadline (August 2026)
- → + “created by the government and operators”, “choose your operator” buttons (November 2026)
4. What the media say
- CCD (via LB.ua, UNN, Inform.zp.ua)Debunks
No laws or decisions limiting service during alerts have been adopted. The goal is to gain subscribers by playing on the fear of being left without alerts.[1][3][2]
- Detector Media, RBC-Ukraine, UNNDebunks
The May wave: number 395/2026 belongs to a decree on a judge and a resolution on environmental control.[5][6][4]
- VoxCheck (VoxUkraine)Debunks
Independent check: there is no such law on the Rada's website, and only parliament passes laws. They also debunked the 2025 version.[7][8]
- Spravdi, InfoCrime PoltavaDebunks
Early 2025 waves: the “laws” No. 156/2025 and No. 395/2025 turned out to be decrees on other matters, and “Kartuz” and “Tryzub” are Telegram channels.[13][14]
- Slobidskyi KraiDebunks
Analyzed the August version: a trap site instead of a “system”, and the signs of fraud.[12]
- Kyiv Post, dev.ua, ObozrevatelContext
In 2025 limiting mobile internet along the path of drones was indeed discussed, but not adopted; the army cannot jam mobile networks.[15][16][17]
- Kyivstar, Vodafone, lifecellSilent
No separate statement from the operators about the 2026 waves was found.
6. Signs of manipulation
- A fake reference to a document. “Law No. 395/2026” is in fact a decree appointing a judge and a resolution on environmental control.
- A real topic mixed with invention. Limiting internet along the path of drones was discussed in 2025 but not adopted; the “autonomous system” does not exist.
- Pressure on fear. “So you don't miss a missile danger alert” plays on the fear of being left without a warning during shelling.
- A call for urgent action. “Connect urgently”, and in the August version “activate before” a specific date.
- Someone is making money. According to the CCD, all the links lead to one anonymous channel with ads; in 2025 “Tryzub” demanded a subscription to a chain of other channels.
- Signs of fraud. The trap site asked for a phone number and the digits of an incoming call; such data can be used to register someone else's accounts on your number.
7. Similar rumors in the past
- “Law No. 156/2025” on cutting service and the “systems” “Kartuz”/“Tryzub”
Outcome: Fake: the number belongs to a decree on military administration, and the “systems” are Telegram channels.[13][8]
- “Law No. 395/2025”: service will be cut, subscribe to “Tryzub”
Outcome: Fake: No. 395/2025 is a decree on sanctions.[14]
- SIM cards without verification will be blocked during alerts2025
Outcome: There were no such decisions, and the Ministry of Digital Transformation has no such systems.[5]
- “Law No. 395/2026” on cutting service
Outcome: The CCD refuted it; half a year later the same text came back.[5][6]
In common with past rumors
- An invented “law” number taken from a real document on a different topic
- “The law was passed by the government” — although laws are passed by parliament
- Urgency: “connect by such-and-such date”
- The link leads to an anonymous Telegram channel that earns money from subscribers and ads
What is new
- The number is changed to the current year each time: 395/2025 → 395/2026
- Buttons for each operator, to make it look official
- The November wave came three days after the hack of the Повітряна тривога (Air Alert) app, when trust in alerts was already shaken
9. What to do
- Don't connect anything through links in posts about a “law on cutting service”, and don't enter your phone number or codes on unfamiliar sites.
- Check laws on the Verkhovna Rada's website: a real law is always there, and it is passed by parliament, not by the “government” (Ukrainian: “uriad”).
- If service is lost, try manually choosing another operator's network (national roaming): Kyivstar, Vodafone and lifecell let each other's subscribers in during outages.
- Don't rely on a single app: listen for sirens and follow the official channels of your region.
10. What we could not verify
- The name of the anonymous Telegram channel from the November wave and its reach: the CCD does not name the channel, and it could not be found.
- The official legislation pages (zakon.rada.gov.ua) and the CCD website did not open because of access restrictions; the content of documents No. 395/2026 is taken from search results in the Rada's database and from retellings by media and VoxCheck.
- The VoxCheck pages did not open (error 403); their conclusions are taken from search results and retellings.
- No separate statements from Kyivstar, Vodafone and lifecell about the 2026 waves were found.
- How the work of the Rada's working group on limiting internet along the path of drones (2025) ended: no public final decision was found; all that is known is that there is no law or resolution.
- The May article from objectiv.tv among the starting links no longer opens (error 404).
